You can access the Advanced Options screen from the win10 boot menu, problem being most people will never see that boot menu, as it's off by default.

If you don't mind a few seconds delay booting to win10, it's easy to add a 2nd item to the boot menu using EasyBCD. For most brand computers, they have a built-in recovery partition. Also, because Control Panel is a legacy feature from pre-Windows 10 that's gradually getting disbanded. It's not confirmed which but one of the next Windows 10 releases.

Sadly VSS, which system restore is based on, is badly broken. Most files are empty or damaged. It's an issue that has existed for 5 years now, so quite unlikely that Microsoft will fix it. Basically: Do not use it! You might screw up your system even worse. During the closing down of the OS, some of these changes are implemented, files are backed up, copied, etc.

When you log in, Windows will notify you if the restoration was successful or not. The time it takes to go through a restoration varies wildly due to the number of variables involved.
